Have only seen this happen once, so not merging into main yet unless it appears to be an actual issue

I've seen this issue a few times on a fresh Windows install, where the Python extension search seems to continue forever, which prevents project creation from working unless you manually install Python.
This adds a 30s timeout to the search, after which it continues with downloading Python instead.
